The real origin of the 12V outdoor lighting concept
The history goes back considerably farther than 40–50 years.
The strongest historical account I found attributes the beginning of modern American 12V landscape lighting to William "Bill" Locklin, an electrician in Southern California, in the late 1950s.
According to FX Luminaire's historical training material, Locklin pioneered the first 12V fixtures using automobile lamps. The account says he developed the system after being unable to obtain conventional 120V landscape fixtures in time for an important event at Walter Annenberg's Palm Springs estate.
A more detailed industry history says Locklin improvised fixtures from items including coffee cans, funnels and mason jars, powered them with 12V automotive lamps, and built his own transformer. The event was reportedly a garden party for President Dwight Eisenhower.
Whether every detail of that story is historically documented or has acquired some industry folklore over the years, the important technological point is well supported:
12V landscape lighting originated from adapting automotive 12V lamp technology to outdoor architectural/landscape illumination.
And that is the key to understanding the later specialty bulbs.
Why 12 volts became so attractive outdoors
The problem with putting conventional 120V lighting throughout a residential landscape is that outdoor wiring presents considerably more installation and safety complications.
A transformer could take the home's 120V supply and reduce it to approximately 12V.
That created several advantages:
1. Safety
A 12V circuit presents dramatically less electrical-shock risk than a 120V circuit, particularly around gardens, walkways, fountains and other outdoor environments.
2. Simpler wiring
Low-voltage landscape cable could be routed through gardens and around landscaping without the same infrastructure required for ordinary line-voltage circuits.
3. Smaller fixtures
This became extremely important. Low-voltage lamps could be physically small, allowing manufacturers to make unobtrusive landscape fixtures.
4. Easy installation
The transformer became the heart of the system:
120V house supply → transformer → 12V landscape circuit → individual lamps
Why 18 watts?
This is probably one of the most interesting aspects of the lamp.
At 12V:
18 W ÷ 12 V = 1.5 A
And the historical Norman specification confirms 1.50 A.
That is a very convenient electrical rating for a small outdoor lighting system.
The 18W lamp sits in an interesting middle ground:
- much brighter than the tiny 3–7W marker/landscape lamps;
- considerably less power than a conventional 25–60W decorative lamp;
- compact enough for a small lantern;
- compatible with a 12V transformer system.
And the small filament associated with low-voltage incandescent lamps also has optical advantages. Low-voltage incandescent lamps can use smaller filaments, which makes them easier to control optically and can make them more resistant to vibration

A 12V transformer feeding several decorative post lanterns is exactly the sort of application where an 18W 12V E12 lamp makes engineering sense: relatively bright, decorative, compact, dimmable, and much safer than putting 120V directly into a residential outdoor post.
There is also evidence that 12V post-lantern systems specifically existed as a distinct category, including later systems designed to convert traditional post lanterns from line voltage to 12V.
